The Sims 2 Directx 9.0C issue (Windows 10)

Hi friends!
I've had my new windows 10 laptop for over a year now and I have tried every fix on youtube to try to get the Sims 2 working but to no avail. I still keep getting the "failed to find any Directx 9.0c compatible graphics adapters in this system!" error. I have the Graphics Rules Maker thing installed and it has my graphics card (NVIDIA Geforce GTX 1660 Ti) recognized in the database already after I followed a tutorial on youtube. I really want to play the sims 2 again. If anyone can help me, I would really appreciate it!

Information we need
- The
-config-log.txt from the Logs folder in the My Documents\EA\The Sims2\ Click "full editor" below to attach a text file. - Your operating System.
- What the problem actually is - that will be a picture to show the problem (optional), and accompanying text files that turn up (optional), and a detailed description of what happened, and what you expected to happen.
