Windows 10 DirectX 9.0c Error

I hope I am posting this in the right place!
I have tried every troubleshooting option I can find, but I still keep getting the "Failed to find any DirectX 9.0c compatible graphics adapters" error. I have tried updating my drivers, installing older DirectX files and even some of the .sgr files on this site but I cannot seem to get the error to go away. I am at a total loss, and I'm hoping someone here can help me out!

Before you post requesting help
Information we need
- The
-config-log.txt from the Logs folder in the My Documents\EA\The Sims2\ Click "full editor" below to attach a text file. - Your operating System.
- What the problem actually is - that will be a picture to show the problem (optional), and accompanying text files that turn up (optional), and a detailed description of what happened, and what you expected to happen.
