A vanilla hood is one where you have no custom content at all, including no hacks, nothing added to it.

The other thing about testing with a vanilla game (no custom content), is that it is a fresh copy - so there's no history or extra stuff added. Just playing the game can corrupt it as it gets older.
The strange white texture with the writing on it, is where the model can't find the texture so it puts the default texture on it.
Given that you say you've tested this with a vanilla game, so the chance that custom content has corrupted the hood = 0, this suggests that there is a problem with your graphics card.
Unfortunately, there's not a lot I can do from this end.
You'll need to update your graphics drivers by going to the website for the PC/Laptop that you got. This will be hit and miss, because sometimes the problem is caused by an old driver becoming corrupted, and sometimes it's caused by a new driver causing mismatches.
You'll need to look at the date on your graphics driver, and try different versions.
I suggest that when you do this, you generate a clean vanilla game to test it on (i.e. save your current game somewhere else, then delete 'The Sims 2' folder in my documents/ea games/ and let the game generate a new set of hoods).
If after updating the graphics driver, nothing changes - the only other thing I would suggest is uninstalling/re-installing your game.

i got through create a sim and chose my apartment but there were some weird things. in swimsuits some weren't showing up and when i clicked on them they would be glitchy and moving crazy lol and it wouldn't let me walk on certain places (maybe its just because idk how to really play lmao) and the white texture things were still showing up.

-config-log.txt from the Logs folder in the My Documents\EA\The Sims2\ Click "full editor" below to attach a text file. - Your operating System.
- What the problem actually is - that will be a picture to show the problem (optional), and accompanying text files that turn up (optional), and a detailed description of what happened, and what you expected to happen.
