I'm out all day today, but I will look at your issue when I get back Oesilian.
SimDrew - if you can upload your config-log.txt so I can have a look. I think I know what the problem is, but I need to see the log to make sure.

Hello,
I have made this account here to be able to access your wonderful brains. :3 Every time I decide to start siming again there is always a problem, however, this one is proving to be quite the struggle, google doesn't seem to be able to help me and as much as I appreciate your help here, I'm not getting things to work.
The problem:
I wanted to create my own Neighborhood, so i did the ol Simcity 4 thing and loaded it up in The Sims 2. Only to discover the awful texture and jagged lines, I go in to my settings and see that some options are grayed out. I head to google, but after applying most of the fixes suggested nothing changes...

Remedies:
I have updated my graphics drivers, I have fiddled with the Graphic Rules.sgr and Video Cards.sgr I have change comparability to XP service pack 3 on all the exes, Nothing is budging.
I tried checking what hex code my graphics card has but it didnt say.
I'm playing on a laptop with the following specs:
Intel Core i5-480M
Nividia GeForce GT 540M
4g DDR3 Memory
I mean, it should be fine, should it not?

What you call "awful texture" is actually the highest quality, most detailed neighborhood grass around. Some people would wish their system displayed it that well. If you don't like it, you should set your graphics a lot lower.
The jagged edges are there, though, but I suspect that that has nothing to do with a graphics problem. Perhaps some editing of the neighborhood in SC4 can clean that up. You might, for example, try to raise the sea bottom slightly around those edges.

Thanks for your reply BoilingOil,
Perhaps I should of been clearer, by "awful" i simply meant that around those edges, there is suppose to be "beach" texture.
In fact, I have downloaded already made neighborhoods as well, and they look just like that.
My main concern is still that the Smooth Edges option is grayed out, which indicates that the game believes my graphics card cannot handle a higher setting, the common problem people are facing in this thread. If it is as you suggest that it is working as intended and that I need to do more teraforming, then I'd be super happy!However, the grayed out settings are telling me a different story.

(why havent I done this before?!?) and it told me the game is using the integrated card, well i suspected that. So after doing some more googling i stumbled upon this thread. http://modthesims.info/t/481768
So following that tutorial and in combination with using your Nvidia graphics rules i think its working now!

First of all, not all settings are ALWAYS accessible. Some will only show in household view, while others may only show in neighborhood view. So I advise you to check from within a household if you can change that setting.
Second: EVERY OTHER SETTING in that screen seems to be at their absolute maximum, and then you are concerned that ONE setting isn't available? Seriously??? Only very few people succeed in getting such extreme settings, and they are gamers who happily pay many hundreds of dollars for their absolutely highest-end graphics card. Maybe you are truly using your graphics card at its maximum ability right now.

I'm sorry Boiling, I'm not quite sure how I have offended you. I apologize if that is the case.
I'm sorry that I have used a lot of my hard earned money on hardware that is suppose to play an old game at the absolute maximum settings, I'm sorry that I don't settle for less and want to play a game flawlessly, since that's what I have paid for.
I'm aware that the Shadows settings appear in a household view and it seems to be working fine, I'm back on working on my neighborhood now and im so happy. I play The sims 3 at max settings on my desktop, I just wanted to have some leisure time on my laptop with the beautiful game that The Sims 2 is.
Now I can say I can do this, after some hard work and problem solving, and a lot of thanks to this thread and Celebs hard work. <3!

lol BO - I agree that the texture on the grass was hi-detail but it was insanely out of scale and the edges were atrocious. I would not want to play my game if it looked like that. Obviously showing the hood in some kind of low res mode in part.

BO - the point is that the settings are not applying. That is what this whole thread is about. I personally would NOT kill for the ability to see all the settings my card is capable of and yet not actually have them being applied.
