Hi Kitkatvenus -
You do have the texture memory problem. If you go to the first post and Step 3, you will need to download one of the AMD Radeon Graphic Cards - I'd go for the 7900. That should fix most all of your problems.
That is, it will fix your resolution, anti-aliasing, shadows, etc. And probably will fix your sea issue. (Let me know if it doesn't).
Because you are on Windows 8 - you also need to check your game for Windows 8 Black Box Shadow Issue (also in the first post).
You have dual graphics cards - but both your graphics cards are completely adequate for running Sims2 in Hi-Resolution. There is a fix for running NVidia/Intel graphics cards. I don't know if Radeon will need a similiar fix.

Hey celebkiriedhel, thanks for the reply.
Everything seems to be working fine with the grahpic rules for 7900, but it hasn't fixed my beach lot problem.
This is what a beach lot looks like for me:
I found a photo of a beach lot I shared on a forum in 2012.
As you can see, the water is visible and blue.
I'd appreciate any thoughts on how to fix this, thanks much.

FIXED
I feel like a proper silly banana.
"Moi's Neighbourhood Water Global Mod" was the cause.
I deleted it from my downloads folder and wahlahhh, fixed.
Sorry guys.

yeah, it would.
I've been going over the graphic rules, and it's hard to find things to turn off. I'll have a card for you sometime this week - but I'm not convinced that I can do much more.

Hi Alfo - you need to link your config-log.txt from your Games folder in My Documents, otherwise I can't see what the problem is.

When you say it didn't work Nama - can you put up the config-log so I can see what the trace tells me?
Alfo - you have the texture memory problem - and the cards would work for you - however they're not being used because they're not in the expansion pack that the game is being run from.
Your's says - Build: ReleaseSRT-P
I haven't seen this one before - can you tell me in words what you have?
