Which card did you put in? You have the texture memory problem
from your config log: Texture memory: 32MB
But you also have hi-res on and the trace I've put into all the cards, which would suggest that you found the right place to put it, but used the wrong card.
Your card is : Name (driver): AMD Radeon HD 6700 Series
So the one you should be using the Download Radeon 6700/6800 up to 7700 Fix
That has a fix in it for the texture memory problem.
The location for the fix for the Ultimate Collection is:

heya Kiri, i just got the sims 2 complete collection and was greeted with the low settings/low resolution forced on me D: after fiddling with the graphic rules file for about 3 hours(it was hell too much text omg) i got the game to support my screen resolution of 2560x1440. so yeah pretty proud of myself lol, BUT something had to go wrong and my edge smoothing doesn't work. i did more poking around the file and the slider wasn't greyed out anymore though it didn't do anything. i, however, downloaded your radeon 6700-6800 fix (my card is ati radeon hd 5750 btw) and i *think* the edge smoothing was working (i dont trust my eyes tbh but who knows), but the resolution wouldn't go higher than 1600xsomething. now i have a choice between resolution or antialiasing lmao. anyways i was hoping to have both, so could you help me pretty please? i've attached a log file for you below.

You can actually tell from the config log whether it is working or not -
This is from your config-log.txt
Device properties

uintProp antialiasingSupport 16
boolProp dontMergeNHFlora true

boolProp vs2LoopsFunctional false
boolProp presentWorkaround true
boolProp enumerateMultisampleLevels true this says that your anti-alias is on
boolProp usePS30 false
uintProp deviceLocalVideoMemorySizeDefault 33554432
boolProp activeDeviceUseSoftwareRasterizer false
uintProp configParserErrorCode 0
uintProp hwMajorPSVersion 3

oh snap oh snap oh snap.... i don't think i have the original anymore... oh god. okay. okay. i have a more or less original one where i managed to get the resolution working. i could reinstall my game if it's that crucial though... also the forum doesn't allow srg files(or am i just dumb?) so i changed it to .txt for you.

perfect thanks. I'm going to have a look at this compared to the original and see what the differences are.

Which graphics card did you install? It looks like it was the wrong one. I will check and get back to you. By the way - are you on Ultimate Collection?
Generally once you have the right one installed, you need to go into game, and push the smooth edges up to max (more) then the flickering will go away.

Information we need
- The
-config-log.txt from the Logs folder in the My Documents\EA\The Sims2\ Click "full editor" below to attach a text file. - Your operating System.
- What the problem actually is - that will be a picture to show the problem (optional), and accompanying text files that turn up (optional), and a detailed description of what happened, and what you expected to happen.
