I think it's opening with 7zip? 7zip tries to unzip the files as soon as I click on them, which apparently doesn't work. Should I try another program to open them? What can I do about the suffix?

Both of these are rar files.
http://www.rarlab.com/download.htm - this will unlock them. Most people use rar nowadays because it's compression algorithm produces smaller files.
7Zip says it does rars according to this page - http://www.7-zip.org/ - but 7zip doesn't look like the page you've got up there, so maybe it doesn't work the same?
The files are tiny, so it shouldn't be a download problem, but it may be worth downloading them again just in case.

OK, so I got the files installed, changed my compatibility to windows 7, neighborhood loaded-no black screen, the smooth edges option was no longer greyed out, so I put it on high. No flickering in the neighborhood anymore. Will play around with it a little and report back. One quick question- do I need to worry about my motherboard or whatever overheating now? Thanks so much for your help and for putting up with my computer illiterate self!
Edit: I had the black box problem, changed shadows to medium and that took care of that. So far, so good! Thanks again!

Okay. So I got this new computer and everything, and I installed The Sims 2 Ultimate on it and tweaked it so it can run on my PC, but what i'm wondering is if I can run it on high settings, here are my specs:

The way I answered this question for myself, is by gradually raising the settings. Every time it worked without issues, I raised the bar a little more. There is no better way to get to know your own computer! Currently, my system runs at the highest settings available in the game, and ability-wise my system is not too much different from yours. Although, I *do* have a lot more RAM, but I don't believe that that should influence graphics quality much... although it may have an effect on performance.

For Sims 2 settings
CPU is high, RAM is high, Graphics is good.
If you're using the graphic rules from the front page (and you should be using either that or the one created from the Graphic Rules Maker - it will automatically set it to High settings.
When you say you tweaked it, what exactly did you do?

By tweaked I meant I already fixed my graphic rules and stuff, I was just wondering if my computer can handle high settings, also do you think my computer will handle the sims 3 on high settings?

-config-log.txt from the Logs folder in the My Documents\EA\The Sims2\ Click "full editor" below to attach a text file. - Your operating System.
- What the problem actually is - that will be a picture to show the problem (optional), and accompanying text files that turn up (optional), and a detailed description of what happened, and what you expected to happen.
