1. I'm not quite sure what you mean. I opened up the Origin app on my computer, logged in, and clicked the game from the 'my games' tab. As far as I could tell, everything there was still in English like it was before. Is that what you mean?
2. Interesting that it changes back to default! I did replace my Graphic Rules.sgr with the NVIDEA.rar from this forum but it still gave me the error message.
I have not yet touched my Video Cards.sgr file, so it would be the same as it was when the game used to run successfully. However, it used to run off that Intel card which, though 'successful' as far as the game running, would have fried my computer slowly and painfully with high game settings. So I will probably need to update that file too to match the new Graphic Rules file, yes?
Side note of extra info: I have both an onboard Intel card (which the game used to run off of successfully, but I don't want it to do so on that card anymore) and the card I want to switch to, which is a NVIDIA GeForce GT 745M I believe.
I was thinking about following these directions to edit the files. They are for TS3 but it's all the same file data types and such.

I have now deleted all the caches I could find (groups.cache, cigen.package, accessory.cache) and shutdown/rebooted origin and still am getting the same error message.

I think what has happened is that when you updated your Nvidia card, it lost the dual card settings that played the Sims 2 with Nvidia. It currently wants to do the Intel graphics card - so if you used the Intel Graphics cards from the first post, it should get going again.
Alternatively you need to set it up to use the Nvidia card again, and then use the Nvidia card from the first post. Dual cards is a big pain with Sims - it doesn't cope very well with it. There's a thing on the front page about dual cards - but to be honest? Your intel card is way good enough for sims 2, and the graphic rules maker will set it up fine.

My Sims game was never playing on the NVIDIA card in the first place; it had always been on the Intel card (which it was still on when Origin updated and the game wouldn't play).
Either way, I just did the Graphics Rules Maker for both the Intel and the NVIDIA cards and restarted/tested origin for both, and still got the error message both times.

*Also, while I am in the Graphics Rules Maker, it is showing 'disconnected' for display under the device info tab when I have my NVIDIA card selected from the drop down. What does this mean? It sounds concerning! See attached screenshot.

@Tanglespeck I have no idea what that means in the Graphic Rules Maker. It sounds like you'll have to ask the creator of it.
This IS very weird to me - because I've now got 3 problems with the directx9 (which isn't the real problem 95% of the time). And none of them seem to be for the usual problems.
When you updated your UC - does it have an update date for the last time it was changed? Or alternatively, a change log? Generally what update programs do is compare the dates on the files with the dates on the files on their server - if it's different then they copy theirs down and over what you have. Usually this is a pretty good way to reset your game. I'm just wondering if there's been any recent updates that could have interfered with things.
In the meantime, I'm going to see if I can set up a trace that will turn up with the DirectX problem, and give it to you and pmartes to see if we can track things down.
Will be back with graphics cards and video cards for you and them.
@pookie I've had a look at your screen shots - your zip files aren't in the folders. I need you to put them in the Config and CSConfig folders. Are you the only person using your PC? That message generally happens when you have an account that is not the admin or sole account trying to do stuff in an area that the PC thinks should only be done by an admin.

im the only one with an account on the computer and it says im the admin. I dragged the pookie file to the config folder. Then I clicked extract to here and that's when I got the warning that I screen shot and sent you via email. I have to go back to college on sunday night and I bring a laptop but the computer that my sims game is on is a desktop. so if I cant get it fixed in the next few days I wont be able to work on it until I come back on the weekend.

i think I am just going to uninstall and reinstall. and then try the graphics rule maker without clicking yes when it asks me to add the drivers. the problem is, Ive played the game for awhile and played a lot of families. I would hate to lose all of that work. is there any way I can save files or something so I can keep all the families and neighborhood progress I have made?

I think that's a good idea pookie.
To save your game that you've played - you just need to save the folders in your game play - i.e. "The Sims 2" folder that has your downloads and hoods - save the whole folder (not just the downloads).
I don't know what's going on with your system - I've not run into a problem where you can't unzip a file before.

Information we need
- The
-config-log.txt from the Logs folder in the My Documents\EA\The Sims2\ Click "full editor" below to attach a text file. - Your operating System.
- What the problem actually is - that will be a picture to show the problem (optional), and accompanying text files that turn up (optional), and a detailed description of what happened, and what you expected to happen.
