so I saved my hoods and families and unistalled my game and then reinstalled and put my saved files in and I was still getting the direct x 9 error and I found this website and it worked like a charm! and I have all my saved games back and im back to my simming (still bad terrain and flickering but id rather play with bad graphics then not at all) so I thought id put this up here to help anyone having the directx problem http://forum.thesims3.com/jforum/posts/list/766187.page

You're welcome Simtopia - I'm feeling a lot better today, although my hips are cranky. Fortunately they don't affect my brain. Smile
