Directx 9.0c Problem

I know this has been posted countless times but i've tried everything and I can't get the game working.
I'm pulling my hair out!
Like many others I downloaded the ultimate collection from origin and would like to play it but it says no directx 9.0c graphics card found.
I can get the game working in windowed mode but can't get it full screen.
I have attached my log file and Dxdiag.txt.
I would really appreciate your help.

OK. Here are the files you need:
Video Card - Nvidia - 1be1
Graphic Rules - NVidia - Texture Fix 24447
You will need to install them in:
\Program Files (x86)\Origin Games\Fun with Pets\SP9\TSData\Res\Config\
\Program Files (x86)\Origin Games\Fun with Pets\SP9\TSData\Res\CsConfig\
MUST BE INSTALLED IN BOTH FOLDERS
Make sure you running it as admin, and when/if you troubleshoot compatibility that you set it to Windows 8.

Information we need
- The
-config-log.txt from the Logs folder in the My Documents\EA\The Sims2\ Click "full editor" below to attach a text file. - Your operating System.
- What the problem actually is - that will be a picture to show the problem (optional), and accompanying text files that turn up (optional), and a detailed description of what happened, and what you expected to happen.
