Problem with general account settings

When trying to change the general settings of my account the window looks like this (it actually goes more to the right I have a widescreen):


All other settings pages are fine (well couldn't check signature cause I'm not allowed on that page !?) I have windows 10 and I tried it in firefox, IE and chrome and it looks the same in all three. Zooming in or out doesn't change anything and I don't use any special themes on windows.
Since all of the fields on the right are dropdowns it is still usable but not very comfortable
