Sims 2 Directx 9.0c Error Windows 7

Hi, so I'm sorry if this is a question that has already been answered, but I'm yettin the DirectX 9.0c error, it reads as such:
"Failed to find an DirectX 9.0c compatible graphics adapters in this system! Please make sure that you have a DirectX 9.0c compatible graphics adapter and have installed the the latest drivers provided b the manufacturer. The application will now terminate."]
I haven't been able to run the game, only this comes up.
I don't have an packs installed, only the base game
The computer that I have does have/exceed the minimum requirements of the sims 2
The computer that I have is on windows 7
I have tried reinstalling the game, and doing the windows mode, but none of them work. I can send screenshots if need be.
Also, I downloaded off a disk, but the disk is in excellent quality and have little to none scratches

Information we need
- The
-config-log.txt from the Logs folder in the My Documents\EA\The Sims2\ Click "full editor" below to attach a text file. - Your operating System.
- What the problem actually is - that will be a picture to show the problem (optional), and accompanying text files that turn up (optional), and a detailed description of what happened, and what you expected to happen.
